Foucaultion notion of 'Power To' where disciplinary power is exercised over the people as a way to control moral behaviour is perceived as an outdated model, but should be relived to communicate terror. Massive scale and risky spaces are key to the design of the couthouse to inject fear as experienced in the past. Emphasis is placed on surveillance towards the public housing located in axis, directly opposite the courthouse, for residents to have the sense of being viewed.

Windy Noon Delight serves as a new cultural hub for Mount Alexander Road with the public housing, performing arts centre, junior musical hall, birth, death and marriages registry centre and courthouse as pavilions, sit along the perimeter providing inclusiveness to the activity at the center. The existing oval is halfed with its concentric ring multiplies outwards in a cascading manner, each with its own character; the ring of trees, the ring of moat, the ring of grass, the ring of follies, the ring of sports activities.
